Okay, there is some good news, and some probably better news, especially for anyone actually building this level. Here's the design first:

Good news is that it should only take the equivalent of two screens for the entire level, and that after a few complaints about the sheer amount of levels used by my longer level designs, I decided to make a relatively short level. As in, short even by Super Mario World standards, and that could fit about five times over in the Haunted Castle level, in theory.
So yeah, it's only about three screens long, and would only use 1 or 2 levels, so wouldn't use much space. It also doesn't use ex GFX or whatever. However, it does use a few beta enemies from the game, two custom blocks (default from Super Mario World Central) and two different enemy sprites which I've found a site to download them from (Bumptys and Bullies).
The great news is that despite it being really, really short and easy to build, it's got some great gimmicks that make it quite a tough and puzzling level. See that Koopa and shell near two switches? The shell goes up, bounces between the switches and activates the platforms. Every time it hits a switch, it goes on or off. If on, the platforms are solid, if off, they vanish. So basically, you've got to be really, really clever with your jumps to avoid falling in the lava. To make that harder, there are then like tons of enemies in that very small room to make sure you feel worried enough.
The second area is hopefully a neat idea because it's an ice area, so all the platforms are slippery. And the stage scrolls up. And those Bullies and Bumptys don't hurt Mario, but send him flying backwards, which combined with ice probably makes him fly around like a pinball. And those odd bats? Those are supposedly death swoopers. They're basically bats that act like the Boos in the ghost house with the Boo ceiling. Yeah, lots and lots of annoying bats that can't be killed.
You can see them in this video for what they look/act like:
