How do i get 19th power up for milky way wishes?

I have 18 but theres 3 worlds that have an incomplete circle

The 19th power is "Copy" (the one you would get from copying a T.A.C.).
Check all the stars in the galaxy, because one of them is bigger than normal.

Yeah, it took me awhile to find it to. The star is between the lowest two planets.

Uhhh... It's yellow...

Yep there's a bigger star in the background click it and you'll be brought to a world of many Tacs where you'll find the copy ability. This was one of the first ones I found :p
