I was reading the difference between the Japanese and English Super Mario 64 text/names and it now explains why the Debug Menu says much of what it does. It also shows some pretty interesting name changes. This was the page:

Some examples which I found interesting:
6) Wanwan's Kennel- Chain Chomps Kennel?
Jolly Roger Bay was called Pirate's Cove in Japan?
3) Riddle of the Bookshelf Ghost - Secret of the Haunted Books (so that's why the books attack you!)
2) Fight! Donketsu Squad- Seems to translate to 'Fight! Bully Squad!'
Water Land - Real imaginative name for Dire Dire Docks...
6) Mr. Fuwafuwa's House- Huh?
Flooded City - Real imaginative name for Wet Dry World...
Rainbow Cruise - The original Rainbow Ride name. Seems to explain the naming in Super Smash Bros Melee right there...
Together With the Fish - Secret Aquarium (pretty funny name).

Seems like a reference to someone from pokemon...

Not sure. Maybe it means something ice related in Japanese? Like Mr Blizzard?
