Not criticising any sites in particular, but it seems kind of odd how the country with possibly the most technical advancement in terms of robotics, inventions and other stuff has possibly the most outdated view of designing websites ever invented. Seriously, even their major sites like 2Chan still usr frames and early HTML 4, while over here we've got all these sites which have absolutely fantastic and shiny look web 2.0y type styles and forums with social networking features and all that stuff.

Is it a culture difference? Is it for another possible reason?

This is quite possibly a cultural reference. The Japanese have generally been a backwards and methodical society, relying on a combination of traditionalism and modernism for a means of lifestyle. Using earlier forms of HTML is simply a way of remaining with the old, as is their custom with simplicity.
