Was Ganon a late idea in Twilight Princess?

it is true that you do niot hear anything about ganondorf in the game until the 2nd to last dungeon, but i believe he was not a last minute idea

well the fight scene between him and you was very well thought out and i believe it was a well planned battle as well as the secrets they added in the battel with ganondorf

yeah kinda you use the fishing rod to distract him and then you attack him while his gaurd is down
