No Undergrunt Gunner in Sea Slide

Are you actually a little grateful Nintendo never went overboard enough to put the Undergrunt Gunner as a boss in the Sea Slide level like they did in the other Engine Room ones (Toy Time and Gold Leaf)?

I am a bit. Because the same boss three galaxies in a row is just a little too tedious, and he got overused as it is

On a few other notes, where do you think he would have been in Sea Slide? I say either on top of the giant tree, by the cannon on the tower or on top of that castle like structure in the sea.
