Could Waluigi be in Brawl? I mean, Wario's gonna need a counterpart, and it seems only natural to put him in. Luigi's been with Mario ever since day one, so I'm thinking Waluigi may have a good chance also. I'd be stumped when coming up for special moves, but his long legs could give him an advantage when fighting, I guess... But, if Nintendo chooses to concentrate on Wario Ware more than just Wario, maybe he won't be in. I guess you can now either discuss, have a say, or lock this topic. Please don't let it be the last option.

Doubt it. Wario has two series totalling about 13 games under his belt for moves and abilities while Waluigi has only been in spin offs. The only mentioned things about him that could be used are that he's somewhat sneaky and floods arenas with water for no real reason.

They could just make up his attacks. All of Captain Falcon attacks were made up in Melee because he wasn't playable outside of the Blue Falcon in F-Zero.
