There is absolutely no other ways to making codes other than the debug menu or trainer toolkit.

If you want to edit codes, couldn't you just find the specific modifier part? Like you'd edit the thing which identifies a place to warp to and then be able to make a whole list of warping codes from it?

That's the value. Which is the 8 digit number on the right. Changing that would only be messing with the code. Not so much creating codes. However, that doesn't mean you won't discover anything.
