Well, as I said, there need to be rules to every forum, so keep this one comic related to say the least, and follow what is said below.
Only comics and discussion about them
Basically, keep any other fan creations in the other fan forum, and post here your handrawn or sprite comics, no one minds which. And since a comic just means a story told in pictures with speech bubbles and the like, comics here can also be photo, soft toy based, computer drawn, movie or animated comics. But no fan films, fan art or fan fiction!
No stealing
Only post comics with permission to post. If you drew it/sprited it/invented the story and inserted the sprites, post it. If you found it online and it's good, don't claim it is yours but link to it and let people discuss it, crediting who wrote (basically link to the comic site you found it on and let people discuss the series).
Some skill required
If you are three years old, and cannot draw what appears to be slightly recognisable by any method of perception (scribbles) do not post it! People must be able to recognise the characters to at least a very minor percent.
Note, this means if your hats look like UFOs, cats look mutated badly and people look like weird circles, don't post it! LOL.
Try to keep up with the comic
Continue it until it is over, or say you are quitting, temporarily or forever. Don't just vanish and not return.

When criticising someones comic make sure it's constructive critism. People may start to get offended if you are too blunt.
